I can almost guarantee that the water pump has expired.
The water leak you can see will be coming from the tell tale in the pump housing.

Turn your ignition on (not start), the glow plug light will come on, wait till it goes out and then turn the key all the way to start it. It's not an automatic starter system, you have to control it ;)
